Monitoring and Evaluation Specialist / Associate Manager
About the job
The Monitoring and Evaluation team is embedded with the Research and Program Development Department at QRF, which undertakes programmatic and policy-oriented research to support improving pre-tertiary learning outcomes in Jordan. The Monitoring and Evaluation team provides support and guidance on design and leads in developing appropriate, robust, and ethical evaluation and monitoring frameworks, including interpretation, analysis, and knowledge uptake.
The Monitoring and Evaluation Specialist/Associate Manager will be involved in the creation and use of high-quality, credible evidence that has been through a rigorous development and review process and can be used for a range of critical practices at all levels in Jordan, including governmental decision making, programme and project design and improvement, educational pedagogy and parental choices.
Responsibilities
- Provide Support in the ongoing development of the M&E system and tools to enable all projects to collect, aggregate and support analysis of data to meet all relevant reporting requirements and to facilitate and inform the project management office of the project updates
- Advise and support project managers on selecting indicators and developing monitoring plans
- Co-ordinate implementation of the M&E system, M&E tools, and project monitoring plans, including training and support for project managers and stream leads, support data analysis and usage
- Support the evaluation aspect of extensive studies and the evaluation approach in applications for various studies, including experimental and quasi-experimental methodologies
- Develop project-specific monitoring and indicator-tracking tools in consultation with program teams
- Streamline data flow processes, storage, management, cleaning, verification and timely reporting on project performance for all RPD streams and related functions across QRF
- Provide support in the planning and implementing periodic monitoring exercises and data quality assessments, including dissemination of findings and follow-up of action points
- Provide technical guidance during periodic data review meetings with the stream leads and related functions across QRF as part of monitoring for action and learning
- Provide support in upholding the highest standards of evaluative inquiry and lead and promote intellectual exploration
- Provide support in the technical delivery of quantitative and qualitative evaluation projects using the full suite of appropriate methods
- Working across and integrating the entire project and evaluation cycles, including design processes, theories of change, sampling, ethical review, data collection, analysis and discussion, writing and dissemination through multiple, audience-appropriate routes
- Contribute to the team’s intellectual capital development activities, including understanding the best practice, research developments, standardized approaches, and tools
- Deliver internal and external training and support the team and QRF more broadly
- Play a substantial role in developing and rolling out the team’s policy and strategy
- Be able to engage and communicate at all levels – from interaction with the government, HMO, and donors to communities and individual beneficiaries
Qualifications

- Bachelor’s degree in a relevant discipline (e.g. education, psychology, sociology, economics, or another social science)
- Master’s degree in a relevant discipline (e.g. education, psychology, sociology, economics, or another social science) would be preferred
Years of experience
- Min of 7 years of experience in a relevant field
- Prior NGO experience is required
- Monitoring and evaluative work experience in a relevant field: education, economic development, public policy, research, consulting, etc
- Work experience in relevant fields: education, economic development, public policy, research, consulting, etc
- Academic or professional experience in monitoring and evaluation with solid knowledge of evaluation models’ different forms and challenges (e.g. Impact, Theory-Based, etc.)
Languages:
- Fluent in spoken and written Arabic
- Proficiency in spoken and written English
