ROLE PURPOSE:

The Procurement Buyer is responsible for preparation and controlling of purchase Orders, preparation of reports, follow up with the suppliers for deliveries etc.

YOUR TASKS:

 

  • To deputize & represent the Senior Procurement Manager with internal / external customers (as & when needed) to ensure continuous smooth flow of work & information:
    • Sourcing and onboarding (E2E/full cycle incl. 3-bid, vendor screening, SCoC, DDQ, contract, etc.)
    • Vendor creation and maintenance (incl. VMD form completion, VMD account creation/modification/deletion)
    • Contract management (informing business for initiating BCA process, contract extension, keeping the contract log updated for entity’s visibility and for tracking)
    • Monthly monitoring on the suppliers’ spend over the past 12 months to identify and onboard if any supplier is exceeding the annual spend of EUR 1.5k EUR)
    • Purchasing (PO requests validation right first time, PO monitoring and management e.g. open POs >30 days, support suppliers with onboarding tradeshift)
    • Actively training people from business who are involved in purchasing activities.
    • And all other activities that is mentioned in “GBS Procurement – Service Delivery Description”.
  • Provide strategic & operational support for procurement efforts; participate with the Senior Procurement Manager in the establishment, communication, and implementation of Department goals. Ensure business targets for cost savings are met.
  • To assist the Senior Procurement Manager with preparation of contract & adopt the most adequate procurement policies & procedures.
  • Update the Basware PO requests with correct information such as
  • Supplier name, correct cost centre; Product group, function code, proper quote attachments, supporting documents (approved artwork, BCA, comparison sheet, email approvals)
  • Above BD500 three quotes to be attached/obtained or approved Bid Waiver form
  • *Adhere to Basware purchasing process
  • File all original contracts in respective files
  • Maintain the updated contract files
  • Supervise / co-ordinate multiple projects which contract for services & purchases of small and large nature.
  • To administer the contracting process, including all correspondence, invitation to proposals and other procurement documentation and submission of proposals for contract action to Sourcing Manager. Also, co – ordinate the compilation of contract documents, arranging signature / sealing and distribution, as necessary.
  • To evaluate the commercial aspects of quotations, tenders and negotiate prices to achieve optimum value for money. Also, to sign contracts within delegated authority.
  • To liaise with companies/sales representatives about new products, faulty goods, invoice queries, setting up of accounts, chasing orders, etc. to ensure continuous cost & quality enhancement.
  • Conduct market surveys to resource sources of supply and determine sole source validity and methods of procurement action. Survey suppliers / contractors to increase cost saving whilst increasing value for money performance. Assist the Senior Procurement Manager in market analysis to increase cost savings whilst improving quality.
  • Negotiate with suppliers establishing price, delivery, quantity, payment, scope of work, change orders, etc. Manage relationships with external contacts, including removing obstacles to ensure optimal performance by contractors.
  • To organize meetings, interviews with suppliers (including provision of debriefing to unsuccessful tenderers) and any other arrangements necessary to undertake the procurement process. Also, attend progress meetings with contractors / suppliers.
  • To supervise all projects & works to ensure smooth operation, successful delivery & completion within the agreed time.
  • Serve as an operational and technical source of communication for the Procurement Department thus assisting the Senior Procurement Manager in educating customers (internal & external) about process, procedures, development, etc. This includes producing management information as required for update & analysis.
  • Provide liaison services between vendors and department heads for procurement procedures, order status and advise departments on cost effective alternatives. Interact with vendors and departments regarding procurement procedures and status of orders.
  • Maintain and update product catalogues, vendor files, and price lists for assigned commodity groups. Maintains records in accordance with established policies and procedures and audit guidelines for reference.
  • Coordinate and administer the operational, financial, administrative, and technical operations of the procurement process. Serve as a resource to the procurement team regarding processes, procedures and systems.
  • Ensure that the needs of company are met; take appropriate actions by coordinating the implementation of contract negotiation, communication with suppliers or modifying procedure to ensure customer satisfaction.
  • Ensure optimal customer service is provided to the internal & external customers; facilitate changes to process as needed; participate in the planning and implementation of strategic goals for the Procurement team.
  • Control and ensure that the Network Supplies are properly handled so that the DHL Service will not get interrupted.
  • Submit the improvement plans to Senior Procurement Manager for the smooth functioning of business
  • Liaising with MEA Procurement – Dubai for the Network Supplies, Uniform and Production systems.
  • Updating leased vehicle, Manpower, Ground handling equipments log on daily basis.
  • Responsible for the total communications within the Procurement department (To keep records of all emails and other documents).
  • To check and control the requisition from all the entities in Bahrain (Bahrain Area Office, Bahrain Country Office, Bahrain Aviation, USPS-MDC, Bahrain HUB , Iraq, Afghanistan and Middle East Road Network Workshop)

Month End Responsibilities

  • Provide the updated vehicles list to Finance on 30th or 31st of every month

Desired Skills and Experience

YOUR PROFILE:

Min 2 Year of management experience in procurement; international experience in leading of cross-functional and/or cross-regional teams would be advantageous

University degree (preferably in material management, business administration, finance) or equivalent experience; Education in supply chain management would be advantageous

Finance/Accounts experience is preferable

  • Excellent interpersonal and communication skills:
    • ability to communicate complex issues in a clear and simple way
    • ability to deal with ambiguous situations and different interests
    • ability to develop and establish solid and trustworthy relationships
  • Proficient in MS Office
  • Thorough understanding of procurement practices and procedures

  • Fluency in English is essential to cooperate with regional business units.
