Operation Officer

About the job

Overall Responsibilities:

The Operations Officer ensures the smooth operations of administrative management systems and services in the office; specifically training logistics and workshop planning; procurement of services and goods, and in country travel with supervision of Finance and Administration Manager.

The Operations Officer ensures administrative management is conducted according to MSH policy, MSH standard operating procedures and donor regulations and good business practices. S/he must complete tasks maintaining high standard with quality. S/he will contribute to achieve project targets. It includes the area of PR review, provides guidance for developing event budget, per-diem calculation, record keeping, organizing workshop, trainings, seminars, and meetings (inside and outside of the office) with counterparts and stakeholders on project activities.

S/he responsible for arranging all events by anticipating project needs, discern work priorities, and meet deadlines with close supervision for multiple projects’ event under the guidance of Finance & Administration Manager. S/he will ensure that the events are conducted in accordance with all MSH and donor policies and procedures.

Key Responsibilities

Office Facilities and Management (20%)

 

  • Oversee day-to-day operations of office facilities and utilities and ensuring their appropriate maintenance and repair for optimal function including related maintenance service contracts as needed.
  • Manage stock-room storage and supplied and maintain stock-room tracker to ensure adequate stationery and supplies are available at all times..
  • Assist in overall office asset-management tasks including inventory management and related documentation.
  • Ensure availability and assignment of all relevant logistics (like ID card, business card etc) for new and existing staff.
  • Perform other tasks as required by the supervisor

Procurement (30%)

 

  • Assist Country Project Director, Technical Director, Senior Technical Advisers, and other members of the technical team in tracking and implementing logistic components of program activities.
  • Assist the Operation Specialist in the preparation, management, and finalization of Purchase Requisitions (PR) as part of the procurement process including:
  • Determines price reasonableness for procurement of goods and services.
  • immediately for more specifications from requesting units if the purchase request is not clearly specified and completed.
  • Provide regular status update on PR and PO to the program teams.
  • Handles field office purchases when required.
  • Ensures that purchases are made in the best interests of the donor and MSH.
  • Assures delivery or pickup of Purchase Order (PO) for collection of goods.
  • Regularly updates the supervisor of all partial collection of the procured goods.
  • Informs the supervisor about prices and qualities of goods if purchases are not of routine nature
  • Does quarterly or 6-month reviews of pre-approved vendors for routine items such as office supplies, cleaning products, etc.
  • Inform supervisor immediately if asked to compromise integrity by any vendor or other. \
  • Also performs other duties as requested by the immediate supervisor.

Workshops/Trainings/Events Logistics (50%)

  • Coordinate logistics for all Program events and requested services including reserving conference/workshop venues, determining catering needs, preparing conference/workshop materials, assistance with arranging for the travel, lodging.
  • Ensure all required logistics and materials are in place for meeting and training in a timely manner.
  • Liaise with vendors on event-related matters, e.g. local hotel, staffs, venues.
  • implementation of events including venue setup such as testing of audio-visual equipment with appropriate measures to correct the documents. (Bid analysis Sheet, Vendor selection criteria and Evaluation)
  • Responsible for maintaining and reviewing the Invoices related to event implementation for payment process.
  • Ensure disbursement of per diem of the participant according to the MSH policy using appropriate payment methods in compliance with USAID-approved rates.
  • Assist in maintaining Program database for vendors and vendor-accreditation.
  • Maintain up-to-date, accessible, and organized electronic databases, documents, and spreadsheets including contacts lists and project information, including Institutional Memory, Google Docs and Starpoint

Qualifications

REQUIRED MINIMUM EDUCATION

Required:

BA/BS degree

  • Bachelor’s and 4-6 years of experience, or Master-s and 2-4 years of experience
  • experience in administrative and logistic office-management.

Preferred:

 

  • Experience working with international organizations and USAID funded projects.

Knowledge And Skills

 

  • Strong analytical skills, communication skills including strong writing abilities, ability to identify and resolve operational constraints.
  • Detail-oriented with excellent interpersonal skills and ability to work in a team.
  • Ability to work independently, prioritizes tasks, meets deadlines and to take initiative.
  • Experience with managing the logistical aspects of workshops, training courses or meetings, including assistance with arranging for the travel, lodging, and registration of participants.
  • Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.
  • English fluency required including speaking, writing, and reading.
  • Experience with Jordan’s public health sector and familiarity with USAID preferred.
