 Project Background:

The Digital West Bank and Gaza (WB&G) project will seek to produce concrete and tangible results for the Palestinians through increased access to high-speed broadband services and increased access to selected e-services to citizens and businesses. The project will focus on key points to unleash digital transformation in WB&G addressing some of the bilateral challenges allowing digital transformation to achieve its full potential. It will strengthen the digital resilience of WB&G and the ability of the Palestinian Authority (PA) to respond to shocks, such as COVID-19.

The Palestinian Authority will receive financing from the World Bank to implement the Digital West Bank and Gaza project, which aims to support government efforts to increase access to high-speed broadband services and digitally transform public administrative services. The project will be implemented and overseen by the Ministry of Telecommunications and Information Technology (MTIT).

The Digital WB&G project is articulated around four components, and the proposed activities are conceived following the priorities and funding needs in the medium term. It is to i) develop the enabling legal and regulatory foundations for digital economy in WB&G; ii) improve digital infrastructure and expand broadband connectivity; and iii) establish secured digital public platforms that enable digital service delivery to citizens and businesses

The four project components are:

1. Enabling legal and regulatory environment for Digital Economy; mainly institutional development including the development of a Telecommunications Regulatory Authority (TRA); legal and regulatory framework; and capacity building,

2. Implementing Digital Infrastructure Solutions for Emergency Response, Recovery and Resilience which includes development of an emergency response center (ERC), ;

3. Fostering User Centered E-Service Delivery; which includes the establishment of a whole of government digital transformation strategy, support for a digital public platform and prioritization, simplification and digitization of services, and launch of pilot e-services; and

4. Project Management and Implementation Unit that will be responsible for overall project management and coordination, procurement, financial management, citizen engagement and Interactive Beneficiary Mechanism (IBM), environmental and social safeguards, monitoring, and evaluation (M&E) and communication.

The objective of this ToR is to identify and hire the Project Management Unit (PMU) Director, as a full-time consultant. The term is for one year, renewable up to three-years (the remaining duration of the project).

2. Responsibilities of the PMU Director  

The PMU Director is tasked with managing and co-ordinating experts and other staff of the PMU, as well as overseeing the Project and ensuring its timely preparation and implementation. The PMU Director also ensures co-ordination between the PMU and relevant Ministries and other beneficiaries of Project support HCPPP, Ministry of Finance and Prime Minister’s Office (PMO) with the overall aim of ensuring appropriate preparation and implementation of the Project, expenditure of funds, and timely reporting in form and timeframe required by relevant Financier. The PMU Director is also responsible for monitoring and reporting on performance of the Project during its preparation and realization period, as well as regarding the drawing of donor funds.

The PMU Director will take all measures available to him/her to ensure preparation and implementation of the Project and achievement of its individual objectives, in compliance with deadlines and costs listed in the Project Procurement Plan and other relevant documentation which will be created with Procurement and Financial specialist. Specifically, the PMU Director will have the following scope of work:

– Organise, co-ordinate, integrate, and monitor operations of the PMU and the institutions involved in the Project during its preparation and implementation. The Director will ensure timely preparation and implementation of the Project’s Procurement Plan created by Procurement and Financial specialist as well as other relevant documentation, and drafting and submission of reports and requests for disbursement of Project funds;

– Develop, improve, and implement the Project’s procedures and protocols as established under rules and regulations of relevant Financier, which finances the Project, and ensure adherence to such procedures, as well as any other relevant documents.

– Manage preparation and implementation of the Project and co-operate with Prime Minister’s Office, the Ministry of Finance, and other line ministries to ensure timely and sound accomplishment of the Project’s activities and adherence to terms and conditions of the specific Loan/Donor Agreement and timely Project budgeting.

– Oversee day-to-day activities of the PMU, evaluate performance and operational effectiveness (including ongoing evaluations of staff and feedback on their performance), and recommend changes where necessary.

– Develop and supervise implementation of standardised administrative and operating procedures for the PMU, including but not limited to maintenance of record-keeping and data storage systems; accounting and reporting formats for financial transactions of the Project; procurement and contract monitoring system, etc.

– Perform other duties in support of Project preparation and implementation as required by MTIT.

– Develop the project strategy and implementation plans in accordance with the Project Appraisal Document (PAD) and Project Operational Manual (POM), in full alignment with the Project Development Objectives. This will include but is not limited to revisiting the proposed strategy in the POM and adapting it to changing market needs.

– Oversee all operations and project activities including (a) fiscal activity and budgeting, (b) procurement management and implementation, (c) monitoring and managing/evaluating program activities, and (d) reporting to the World Bank on related fiduciary and technical aspects.

– Report to the steering committee on a regular basis in accordance with the guidelines on reporting under the sections of financial management, safeguards (ESMF), procurement, and project Monitoring & Evaluation, and formulate policies and planning recommendations.

– Build and sustain strong relationships with key partners and stakeholders in both the private and public sectors, including coordinating the roles of stakeholders that are involved in project implementation.

– Manage the relationships with all project contracted entities, including service providers and consultants.

– Track and monitor results of end beneficiaries against targets in accordance with the Project Results Framework and Monitoring & Evaluation guidelines as specified in the POM and take corrective actions as needed.

 

3. Essential Required Qualifications and Competencies:

– Graduate Degree in Engineering, Information Technology, Economics, governance, public sector MBA or other relevant field With at least 15 years of experience.

– Significant prior experience, including senior leadership and management positions, in relevant operations for a minimum of 10 years, with strong working experience in technology related activities.

– Strong analytical knowledge of the information and communications technology (ICT) sector and its role as an engine of growth for the whole economy including familiarity and/or experience in the following areas:

a. Digital Infrastructure, Broadband, Connectivity, and telecommunications.

b. Information Technology solutions, systems and applications, in particular in government implementations.

c. Good knowledge of Palestinian market requirements in the digital transformation sector.

d. Proven experience in project management, preferably in technology related projects Regulatory practice, Competition policy.

e. E-Government and digital payments.

f.  Digitizing administrative services.

g. Data management and governance.

h. Digital skills development.

i. Professional expertise in project governance, finance, management, and human resources practices.

– At least two years of relevant and proven experience at donors’ projects.

– Proven experience in the projects of international financial institutions.

– General knowledge of procurement and financial management procedures of international financial institutions.

– Experience in preparing and chairing meetings and conferences aimed at networking and ensuring co-operation between officials of the Government and other public authorities.

– Experience in implementing monitoring and evaluation systems to measure the impact of project activities and to track performance of project beneficiaries.

– Personal qualities of integrity, credibility, and commitment to project objectives

– Strong critical thinking and problem-solving skills with ability to develop solutions for complex issues.

– Fluent in both Arabic & English languages

– Regional and international experience is a plus.

– Possession of PMP (Project Manager Professional) or Prince 2 – will be considered as an advantage.

 

4. Time Frame and Contract 

The duration of the assignment is one year on a full-time basis, extendable to the remaining duration of the project (3 years). The expected start date for the position is November 2023.
