Summary:
The work schedule for this position is:

Duties
The Strategic Programs & Evaluation Coordinator supports program measurement and evaluation across the Public Affairs (PD) section and in coordination with the broader Mission.  S/he also implements a range of strategic and cross-cutting programs and campaigns, working closely with the Strategic Planning and Analysis Specialist (SPAS) and officers and Local Employee Staff (LES) from other agencies and sections.  S/he reports to the Strategic Planning and Analysis Specialist (SPAS) or Public Affairs Officer (PAO) designee.  Drawing on detailed knowledge of Jordan’s information environment, priority audiences, and U.S. bilateral and regional foreign policy objectives, provides recommendations to the PAO on the measurement and evaluation of effective public diplomacy to support and advance Mission goals.  Participates actively in working groups.  Develops on-the-job training for PD staff on measurement and evaluation efforts to assess the preparation, implementation, and results of PD actions and communications.

Qualifications and Evaluations

Requirements:
EXPERIENCE:

A minimum of three years of experience working in a strategic planning, measurement, and evaluation capability for or with government, NGOs, corporations, with research design or applied research methods as a significant aspect of the job is required.

University degree in public policy, economics, marketing, or local equivalent is required.

LANGUAGE: 

English: Fluent – reading/writing/speaking is required. This may be tested.

JOB KNOWLEDGE:

Detailed knowledge of traditional and digital communication preferences of PD target audiences in Jordan is required.  Comprehensive knowledge of target audience groups including regional, demographic, ethnic, socio-economic, cultural and linguistic factors and the influence of religious, cultural and educational institutions in shaping attitudes is required.  Detailed knowledge of commercial marketing techniques, market (audience) analysis and analytics, and customer service is required.  Knowledge of trends in regional and international communications patterns and how they affect Jordan’s communications landscape is required.  Knowledge and understanding of how to identify engagement opportunities and how to leverage them within the societal norms of particular communities. Must have knowledge of commercial and regulatory aspects of digital marketing and advertising products and services.

Availability:  Must be available to travel throughout Jordan to develop professional contacts in areas of expertise and to strengthen integration of Public Diplomacy (PD) programs with the work of other Mission offices and agencies.

HIRING PREFERENCE SELECTION PROCESS:  Applicants in the following hiring preference categories are extended a hiring preference in the order listed below.  Therefore, it is essential that these applicants accurately describe their status on the application. * IMPORTANT :  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.

COVID-19 Requirements for Eligible Family Members:
As required by Executive Order 14043, Eligible Family Members who will be employed on a Family Member Appointment (FMA) or a Temporary Appointment (TEMP) are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected for the position, the agency will provide you additional information regarding what information or documentation will be needed and how you can request a medical or religious accommodation.

Eligible Family Members who will be employed on a Personal Services Agreement and compensated under the USG pay plan will be required to attest to their vaccination status using the Vaccine Attestation Form.
