Plan Denmark and Plan International Jordan have been contracted by the Danish Arab Partnership Programme – to implement a 5 Year program (2022-2026) called “Ready for Tomorrow” focused on youth economic empowerment in Jordan. the project will support Jordan’s enduring commitment to continue to build an integrated multi-year framework to respond to the Syrian crisis in a transparent, collaborative, and sustainable manner in line with the Global Compact on Refugees framework.

Plan International Jordan was established in 2016 and works to improve the resilience of vulnerable Syrian refugees and Jordanians in both Azraq refugee camp as well as in host communities.

role PURPOSE

The Youth Coordinator is responsible for planning, overseeing, and directing the operations, services, and activities of an assigned Youth program as part of the overall DAAP Program. Performance requires ability to work independently with initiative and proactivity within established guidelines

The PROGRAM

The Danish Arab Partnership Programme, DAPP, consists of two large components: The Youth Inclusion and Employment Project, which is divided into two inter-linked components of which a consortium consisting of DNO, Danish Chamber of Commerce, Action Aid Denmark and GAME has been awarded the so-called component 1 focusing on skills development and employment for youths in Egypt, Jordan, Tunisia and Morocco.  Component 2 is focusing on human rights and is currently being tendered, and is not owned by DNO and its consortium.

The consortium is required to work with UNDP Nordic (United Nations Development Programme) and IFU (the Investment Fund for Developing Countries) in each country on certain components and to facilitate coordination, data collection and reporting on behalf of all three.

Component 1 consists of three inter-linked projects which collectively encompasses the following key objectives:

  • To ensure that young people get access to 21st century skills, adequate support and improve their employability to seize decent employment and business opportunities in sectors that are developing and have promise for sustainable growth.
  • To contribute to the removal of barriers for young people and particularly young women to access decent employment and improved economic opportunities.
  • To not only deliver against project 1’s specific objectives (which is our part of the larger DAPP programme) but to also enable and support effective delivery of the objectives of Project 2 (owned by UNDP Nordic and focused on creating 4,000 jobs with SMEs) and Project 3 (owned by IFU and focused on growing SMEs through access to finance and support the targets on job growth), (which are the other two programme components in the larger DAPP programme), which combined constitute the Youth Employment and Entrepreneurship Programme (YEE Programme), and to do so in a manner that maximises synergies with the Human Rights and Inclusion Programme (HR&I), which is the largest part of the overall DAPP programme.

It encompasses five outputs:

  • Output 1: Inclusion of youth to engage productively in society.
  • Output 2: Technical skills development for capacity building and increased employability.
  • Output 3: Access to business development services and mentoring for entrepreneurs.
  • Output 4: Better access to finance for entrepreneurs.
  • Output 5: Improved Business environment for entrepreneurs and SMEs.

Target Areas in Jordan: Mafraq, Amman, Karak, Jordan Valley.

RESPONSIBILITIES

  • Lead the youth engagement the implementation of related activities, follow up on plans, reports, and assigned tasks.
  • Ensure continuous engagement, participation and consultation of youth stakeholders in all steps of the project planning and implementation;
  • Promote a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
  • Support advocacy initiatives at community level;
  • Support the youth to engage with the local government and community stakeholders to implement advocacy initiatives;
  • Coach the youth to utilize evidence and best practices to engage with the local stakeholders to plan and implement local advocacy projects;
  • Mobilize the youth by connecting them with a range of local and national youth networks to strengthen their advocacy efforts while offering them the chance to share experiences, acquire new skills and raise their voices in youth forums;
  • Actively contribute to project planning and adaptation of the project approaches in line with youth participants priorities and needs;
  • Provide guidance to the hub coordinators on referrals to other sectors;
  • Representing the project to different stakeholders in the different areas of implementation: partners, CSOs, CBOs, municipalities, community leaders and youth;
  • Lead the relationship with youth participants and local stakeholders to ensure achievement of the project objectives within agreed upon timeframe;
  • Strengthen the understanding of community development, youth engagement and ownership and of social sustainability among the stakeholders in the areas of intervention;
  • Support the coordination, preparation and facilitation of all events related to the project (meetings, workshops, trainings, consultations, national stakeholders meeting);
  • Conduct regular field visits, provide coaching and technical support on an ongoing basis and ensure implementation of effective coordination mechanisms;
  • Identify areas in need of capacity building of youth and CBOs;
  • Ensure implementation of code of conduct, and internal Child Protection policy.
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
  • Work with Project Manager and other departments on reporting requirements of the project;
  • Provide inputs to Project Manager to ensure budget follow-up and monitoring of expenditures in line with donor requirements;
  • When required, participate to meetings and follow-up with the donor, including monitoring visits;
  • Ensure all project deliverables and activities are in line with donor and PLANJO requirements;
  • Support the logistic, procurement and financial issues related to all project activities and events;
  • Collaborate with MEAL team and other colleagues to identify lessons learned and recommendations to continuously improve the project.
  • Collaborate with Communication and Advocacy Officer on all communication, visibility and advocacy requirements.
  • Regularly participate to management meetings to update colleagues on project updates and progress.
  • And any other duties seemed relevant to the position and assigned by your manager.

Child protection/ safeguarding, gender equality and inclusion

  1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Knowledge:

  • Minimum 4-5 years of experience working in a humanitarian context, specifically in project coordination, management, lobbying and advocacy, and meaningful youth participation
  • Bachelor degree (master’s degree is an asset) in social work, psychology, sociology, international relations or any other related field
  • Good understanding of community development and civic engagement concepts and practices
  • Knowledge of Social Research methodologies and Qualitative data analysis
  • Working with youth , Networks inside and outside Jordan .
  • Trained on advocacy and communication skills
  • Trained on community engagement
  • Trained on gender, inclusion and GBV in a plus
  • Understanding of humanitarian response, coordination mechanism, humanitarian reform and action
  • Experience in Education in emergency programming
  • Experience in networking with CSOs and relevant governmental institutions
  • Proficiency in Microsoft Word and Excel

Competencies:

  • Fluent in Arabic, Very good English speaking & writing skills
  • Experience working on Participatory Approaches with youth
  • Good skills in data management and analysis, logistics, administration procedures, initiatives and advocacy campaigns, training and facilitation, reporting, documentation, and archiving
  • Solid communication, interpersonal, negotiation and relation management skills and experience
  • Proven ability to work effectively and sensibly in cross-cultural settings and complex environments
  • Development facilitation skills, including catalysing, connecting, and building the capacity of community groups
  • Experience in building and maintaining relationships and networks with individuals, communities and development partners
