Overview

Jhpiego seeks Quality Improvement Specialists to provide overarching quality improvement support for an upcoming USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN).  EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.

Responsibilities

  • Support QI capacity-building activities (training and ongoing mentoring) for facility staff 
  • Support use of QI and L&M training curricula and tools as part of QI capacity-building activities and ongoing support of QI teams
  • Support coordination and administration of virtual and/or in-person activities
  • Moderate and manage communication via selected virtual platforms
  • Contribute to preparation of program reports, communications and presentations.
  • With the Project Director represent Jhpiego and the project’s progress, achievements and lessons learned to ministry of health officials, key stakeholders, and through meetings and presentations
  • Monitor project activities to ensure that they are on track and communicate regularly with the project management team about progress.
  • Support the coordination of planned activities with relevant hospitals and other stakeholders, leadership and staff and ensure support and collaboration
  • Provide technical assistance in the areas of quality improvement, leadership and management.
  • Support work plan development and reporting processes in close collaboration with the project team

Required Qualifications

  • Advanced degree in a relevant field from an accredited university. 
  • At least 10 years’ experience in quality improvement in hospital setting
  • Ability to interact with established networks of senior level international health professionals, ministry of health officials and other partners
  • Comfortable with a team approach to programming and the ability to manage several major activities simultaneously

Preferred Qualifications

  • Experience with U.S. Government-funded or other donor-funded projects required.

The Project Director will have the overall responsibility for leadership and management and reporting of project activities. The Project Director will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. The Project Director will serve as the project’s main point of contact with USAID/West Bank/Gaza on routine and strategic matters, as well as with Palestinian MOH, Israeli Ministry of Health and other local and international counterparts. S/he will be the point of contact for all purposes of this activity, unless delegations of authority are presented to and agreed by USAID/WBG.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets targets in a manner that is flexible to and addresses a highly fluctuating operating environment
  • Ensure the project is technically sound, evidence-based and responsive to the needs of countries, its people and donors
  • Apply adaptive management principles to pivot approaches based on contextual factors to meet program objectives
  • Foresee and manage risks and put in place robust risk mitigation plans that are adaptive to the current operating environment
  • Participate in relevant technical advisory groups with counterparts and partner institutions
  • Ensure compliance with the terms of the award
  • Develop and maintain strong working relationships with USAID/West Bank/Gaza, Palestinian Ministry of Health, Israeli Ministry of Health.
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Lead the work planning process in close collaboration with USAID
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation

Required Qualifications

  • Advanced degree in relevant field including medicine, nursing, public health and hospital administration.
  • 10+ years’ experience successfully managing large, multi-partner, multi-year international health sector programs with experience in private sector hospital level care
  • Previous experience serving as Chief of Party or Project Director
  • Demonstrated exemplary diplomatic, communication, and interpersonal skills to ensure internal coherence amongst team members as well as positive relations with counterparts
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as private sector service providers and government
  • In-depth knowledge of USAID regulations, compliance and reporting requirements
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts

  • Experience in the Middle East Region.
  • Experience/skills in health workforce development, quality improvement and financial management
  • Experience in supporting private hospitals

OverviewUSAID’s Momentum Country and Global Leadership (MCGL) award is a five-year USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance, and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Procurement Support Specialist to provide technical guidance and expertise in hospital procurement for an upcoming USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN).  EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.

  • The Procurement Manager oversees the procurement functions department, including sound strategy for the delivery of goods and services for the fulfilment of all contractual obligations. He/She ensures procurement effectiveness, efficiency and integrity at all times.
  • The PSS will be responsible for managing the procurement support component of the project, including validation of needs with hospitals, procurement and logistics.
  • ResponsibilitiesEnsure that all procurements follow USAID regulations and are conducted in accordance with Jhpiego standard practices  Support procurement needs of the project and ensure compliance with Jhpiego policies and donor regulations in coordination with compliance unit.
  • Develop, maintain, update and institute standard operating procedures to guide the work of project staff in the procurement in line with Jhpiego and donor policies and practices.
  • Directs and manages project Procurement processes, development and updating templates and receipt of service documentation.
  • Ensure a transparent Procurement tracking system and audit compliance filing systems.
  • Work very closely with the relevant departments to ensure a totally compliant and transparent system with focus on team work and great customer service.
  • Maintains regular communications with the senior management team and technical team leaders providing relevant and timely information for planning and decision-making purposes.
  • Strategically plan for, manage and coordinate procurement, inventory, distribution, and transportation processes; keep track of quality, quantity, stock levels, delivery times, transport costs, and efficiency  Arrange and plan out the warehouse, catalogue goods, process receipts and shipments and plan transport routes  Meet cost, productivity, accuracy, and timeliness targets in line with project work plan and budget  Prepare and development bid documents including requests for quotes, terms and conditions, and evaluation criteria for procurements to obtain competitive quotes on commodities and services; analyze quotes to make recommendations for procurement   Prepare VAT exemption forms for items shipped internationally and locally  Liaise and negotiate with suppliers, manufacturers, retailers, and consumers  Prepare and maintain accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence and related follow up  Stay informed of advances in supply chain approaches and apply them within the organization to improve supply chain processes  Required QualificationsUniversity degree in a relevant field from an accredited university.
  •  At least 10 year’s experience in procurement and distribution logistics of health commodities in the Middle East or similar operating environment.

Responsibilities

  • Oversee the design and implementation of EJHN program hospital management activities Support the planning and coordination of activities with the EJHN hospitals and other stakeholders to ensure support and collaboration   In collaboration with EJHN hospital managers, implement EJHN program activities to strengthen hospital operations with a focus on:
  • Planning budgets, establishing rates for services, optimizing insurance billing Coordinating hospital financial reporting and analysis to inform financial and management decision-making Reducing unnecessary costs and optimizing organizational productivity through new administrative and other hospital work flows  Human resource administration including interdepartmental coordination Building maintenance and operations in compliance with local regulations Monitoring use of diagnostic services, inpatient beds, facilities, and staff to ensure effective use of resources and assess the need for additional staff, equipment, and services.

  • Contribute to preparation of EJHN program reports, communications and presentations.

  • Strong interpersonal, team work, verbal and written communications skills  Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and Access.
  • Arabic and Hebrew fluency Preferred QualificationsExperience with U.S. Government-funded or other donor-funded projects required.

Strong knowledge of local regulatory standards governing health care facilities ons, including Word, Excel, and Access.
