Construction Director

Summary
Nobles Development Management, part of the Nobles Group, seeks a director to lead the construction department through the project cycle. S/he ensures that developments under his/her charge are safely completed within agreed timelines and budgets. This includes oversight and accountability for construction planning, cost and contract management, safety supervision, as well as relevant regulatory compliance and quality control standards. S/he will oversee engineering operations on site and ensure consultants, contractors, subcontractors, and vendors work efficiently to agreed plan(s) as well as ensure that all information is delivered and presented to group management and clients/Nobles Properties for key decision-making.
Responsibilities
Pre-Contract: Technical Design & Planning
· Provide support to development/pre-construction teams at the concept design stage helping in the process of briefing, technical/schematic drawings, and constructability feedback.
· Introduce efficient time scheduling for construction and maintain it during implementation.
· Analyze site during pre-construction for technical considerations such as temporary utilities and structure, sequencing, site infrastructure, constructability of architectural plans on site, site logistics, etc.

· Develop and maintain change management procedures and cost control tracking tools.
· Review all project cost estimates and provide associated opinions and recommendations.
· Administer contracts and coordinate with Procurement for purchasing.
· Manage, track, and maintain all permits necessary to perform the work.
· Identify the contractors, subcontractors and vendors required for a bid and manage Request for Proposal process.
Post-Contract: Construction
· Develop construction strategy (packages to be created, distribution of packages to contractors, timelines, etc.)
· Manage construction quality, constructability, inspection services, and change management.
· Oversee construction site office administration and document control records.
· Monitor and direct his/her team and contractors/sub-contractors to support project profitability.
· Enforce Health, Safety, and Environment requirements on job site(s).
· Supervise quality control inspections and reports, field engineering investigations, assessments and so on.
· Monitor construction productivity and schedule performance and investigate performance issues as appropriate.
· Prepare and present the following project management documentation as and when necessary: Issues, Progress, End Stage/Snagging, Project Closeout.
· Maintain records for timely reporting & addressing with management: Risk Register, Daily Log, Lessons Learned Log.

· Prepare project close-out report.
Handover
· Manage defects liability period along with the contractors, subcontractors, and facility management team.
· Coordinate with Facility Management team during the construction stage for proper handing over.
· Ensure a proper handing over for As Built drawings, Manuals, Warranties & Guarantees and training to Facility Management team.
Education, Experience and Skills:
· Bachelor’s degree in civil engineering or construction management
· 15+ years’ experience as a project manager/construction manager representing owners.
· Hands-on experience managing site construction for mixed use projects.
· Strong understanding of contracts and adherence to contract terms.
Experienced in managing multiple projects simultaneously.
